Jakarta (31 May 2023), A kick-off meeting was held in Jakarta for JICA technical cooperation project “The Project for Enhancement of Disaster Risk Reduction through Improvement of the Disaster Risk and Communication Framework in Indonesia “.

The meeting was attended by a total of about 50 participants. From the Indonesian side, representatives of the National Disaster Management Authority (BNPB), other Ministries and Agencies involved in Disaster Risk Reduction (DRR) attended the meeting. Meanwhile, from the Japanese side, representatives from JICA Indonesia Office, JICA Expert (currently dispatched to BNPB), and the JICA Expert Team attended the meeting. In addition, some representatives from international organizations also joined the meeting.

At the meeting, active discussions were held on the project outline and its implementation policy. BNPB emphasized the importance of promoting the implementation of DRR projects (investment in DRR) by improving the monitoring and evaluation system of the Long-term Master Plan for Disaster Management (RIPB 2020-2044) and the National Mid-term Disaster Management Plan (Renas PB) through the Project.

Like Japan, Indonesia is also one of the world’s most disaster-prone countries due to its geographical features, and the 2004 Indian Ocean Earthquake and Tsunami triggered a policy shift toward developing a comprehensive disaster management system, including a pre-disaster perspective. This led to the enactment of the Disaster Management Law in 2007 and the establishment of the BNPB. In response to this transition, JICA has continuously committed to provide assistance in the field of DRR since 2007, including strengthening the disaster management capacity of the central and local governments, and formulating disaster management plans. Furthermore, the Sendai Framework for Disaster Risk Reduction, adopted in 2015, underscores the need to promote investment in DRR. Following these global trends and the current challenges, the Project will support Indonesia in building a disaster-resilient country.

Project Goal A country’s mechanism and structure to promote disaster risk reduction project in cooperation with relevant agencies will be established.
Ouputs Output 1: A methodology to monitor and evaluate RIPB 2020-2044 and its related program/ project with utilization of disaster information and disaster risk information is developed.
Output 2: An implementation framework to monitor, evaluate and improve RIPB 2020-2044 and its related program/ project is established.
