Strengthening internal monitoring within Indonesia’s supreme courts

Jakarta and Bogor (Indonesia), 10 June 2022 – The Supreme Court of Indonesia has recently introduced a series of measures to promote integrity and enhance the disciplinary systems for judges: in 2018 the Court developed Anti-bribery Management Systems in several piloting courts, in 2019, the Supreme Court conducted a corruption risk assessment and an evaluation of Implementation of Article 11 of the UNCAC to asses the level of integrity among members of the judiciary. Finally the Supreme Court Internal Monitoring Unit (Badan Pengawas Mahkamah Agung) has deployed Internal Investigation agents to implement the Anti-bribery Management System effectively in courts and directly monitor the behavior of judges and judicial apparatus.

UNODC provided capacity building support to the of the Supreme Court’s Internal Monitoring Unit to equip and strengthen the a Team tasked with conducing mystery shopping exercises in performing its role accurately. The training provides knowledge on the roles and techniques of the mystery shopper in a structured manner to enable the MS Team to carry out its tasks effectively and safely within the established ethics and procedures.

The training was held during 6 – 10 June 2022 gathering 25 officers of Badan Pengawas Mahkamah Agung Republik Indonesia. The training utilized in-class discussion and field practice in two locations, Jakarta and Bogor.

The participants also had the opportunity to apply the knowledge gained through field practice where the trainer observed participants implementing knowledge, evaluated their performance, and provided feedback.

After the field practices, the participants became more confident in conducting observation as Mystery Shoppers by using the appropriate techniques. Pre-Test and Post-Test evaluations were also conducted.

This training was part of activities funded by the Ministry of Justice of Government of the Republic of Korea. Footage (where available) and written summaries of UNODC events are publicly available via our website.
